Editorial Policies

Aim and Scope

The most important tasks of the journal are: generalization of scientific and practical achievements in the field of application of laser technologies in medicine, increase of scientific and practical qualification of doctors using medical lasers in their practice.

The scientific concept of the publication involves the publication of modern achievements in the field of laser medicine, the results of scientific research, the results of national and international clinical research.

Both domestic and foreign scientists and doctors working in the field of laser medicine - oncologists, surgeons, ophthalmologists, doctors of many other specialties are invited to the publication in the journal.

The magazine publishes original articles, the results of fundamental research aimed at studying new technologies for the use of lasers in medicine and biomedical sciences, describing clinical observations, lectures and literature reviews on a wide range of issues of modern medicine, as well as the results of clinical and experimental studies.

Open Access Policy

"Oncological Coloproctology" («Onkologicheskaya koloproktologiya»)  is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

An  bilateral anonymous ("blind") peer review method is mandatory for processing of all scientific manuscripts submitted to the editorial stuff of "Laser medicine" journal. This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer.

  1. Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 2-4 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
  2. Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
    - to accept the paper in its present state;
    - to invited the author to revise their manuscript to address specific concerns before final decision is reached;
    - that final decision be reached following further reviewing by another specialist;
    - to reject the manuscript outright.
  3. If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
  4. We politely request that the editor to be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
  5. If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
  6. The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
  7. Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
  8. Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
  9. Original reviews of submitted manuscripts remain deposited for 5 years.

 

Indexation

Articles in “Laser Medicine” are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics

The Editorial Board of the journal "Lasernaya Medicina" (Laser Medicine)  follows the ethical standards adopted by the international scientific society. In its activities, the Editorial Board relies on the Order of the Ministry of  Health of the Russian Federation dated  April 1, 2016,  No 200н  "On approval of the  rules of good clinical practice", Helsinki Declaration of the World Medical Association "Ethical principles for medical research involving humans as subjects of research" (2008) as well as on  Recommendations for  conducting, description, editing and publishing results of scientific work in medical journals of the  International Committee of  Medical Journal Editors (ICMJE), on recommendations of the Committee on Publication Ethics (COPE) and on the International guidelines (Code of  Ethics) for biomedical researches with  animals,  which were developed and adopted by the International Council of Medical Scientific Societies (CIOMS).

All the articles submitted for the  publication in the journal "Lasernaya Medicina" are peer- reviewed for authenticity, ethical issues and usefulness.

1. Introduction

1.1. Publication of materials in peer-reviewed journals is not only a simple way of scientific communication, but it also makes a significant contribution to the development of  the relevant field of scientific knowledge. Thus, it is important to set standards for the future ethical behavior of all parties involved in the publication, namely: Authors, Editors, Reviewers, Publishers and Scientific society for the journal "Lasernaya Medicina".

1.2. The Publisher not only supports scientific communication and invests in the process, but  is also responsible for compliance with all current guidelines in the published work.

1.3. The Publisher undertakes the strictest supervision of scientific materials. Our journal programs provide an unbiased "report" of the development of scientific thought and research, so we are also aware of the responsibility for the proper presentation of  these "reports", especially in terms of the ethical aspects of the publications set out in this document.

2. Editor Responsibilities

2.1. Decision to publish

The Editor-in-Chief of the scientific journal "Lasernaya Medicina" is personally and independently responsible for the decision to publish, often in collaboration with the relevant Scientific society. The reliability of the trial  and its scientific significance should always be at the heart of the decision to publish. The Editor-in-Chief may be guided by the policy of the Editorial Board of the journal "Lasernaya Medicina",  though being limited to the current legal requirements regarding slander, copyright, legality and plagiarism.

The Editor-in-Chief  may confer with other Editors and Reviewers (or officials of the Scientific society) during the decision-making on publication.

2.2. Decency

The Editor-in-Chief  must assess    intellectual content of manuscripts regardless of race, gender, sexual orientation, religion, origin, citizenship, or political preferences of the Authors.

2.3. Privacy

The Editor-in-Chief and the Editorial Board of the journal "Lasernaya Medicina" are obliged not to disclose information about the accepted manuscript to all persons, except for  Authors, Reviewers, possible Reviewers, other scientific consultants and the Publisher.

2.4. Disclosure policy and conflicts of interest

2.4.1 Unpublished data obtained from submitted manuscripts may not be used in personal research without the written consent of the Author. Information or ideas obtained in the course of reviewing and related to possible benefits should be kept confidential and not used for personal gain.

2.4.2  Editors should recuse themselves from reviewing manuscripts (i.e., ask a co-Editor, Associate Editor, or collaborate with other members of the Editorial Board in reviewing the work instead of reviewing and deciding on their own) in the event of conflicts of interest arising from competitive, collaborative, and other interactions and relationships with Authors, companies, and possibly other organizations associated with the manuscript.

2.5 Supervision of publications

The Editor-in-Chief, who has provided convincing evidence that the statements or conclusions presented in the publication are erroneous, should inform the Publisher (and/or the relevant Scientific society) with the aim of early notification of changes, withdrawal of the publication, expression of concern and other relevant statements.

2.6. Research engagement and collaboration

The Editor-in-Chief, together with the Editorial Board and the Publisher (or the Scientific society), shall take adequate response measures in case of ethical claims concerning the reviewed manuscripts or published materials. Such measures generally include interaction with the authors of the manuscript and argumentation of the relevant complaint or claim, but may also involve interactions with relevant organizations and research centers.

3. Duties of Reviewers

3.1. Influence on Editorial Board decisions

Reviewing helps the Editor-in-Chief  to make a decision about the publication as well as  the  appropriate interaction with the Authors can also help the Authors to improve the quality of the work. Peer review is a necessary link in formal scientific communications, the basics of which is  scientific approach. The Publisher shares the view that all scholars who wish to contribute to the publication are required to do the essential work of reviewing the manuscript.

3.2. Compliance

Any selected Reviewer who does not feel qualified to review the manuscript or does not have enough time to quickly complete the work should notify the Editor of the journal "Lasernaya Medicina" and ask to be excluded from the review process of the relevant manuscript.

3.3. Confidentiality

Any manuscript received for peer- reviewing should be treated as a confidential document. This work can not be opened and discussed with any persons who do not have the authority of the Editor-in-Chief.

3.4. Requirements for  manuscripts  and objectivity

The reviewer is obliged to give an objective assessment. Personal criticism of  the Author is unacceptable. Reviewers should express their opinions in a clear and reasoned manner.

3.5. Recognition of primary sources

Reviewers should identify important works  published before   that correspond to the topic and are not included into the reference list  of the manuscript. Any statement (observation, conclusion or argument) previously published in the manuscript must have an appropriate bibliographic reference. The reviewer should also draw the Editor's attention to the discovery of a significant similarity or coincidence between the manuscript under consideration and any other published work within the scientific competence of the Reviewer.

3.6. Disclosure policy and conflicts of interest

3.6.1 Unpublished data in the  submitted manuscripts may not be used in personal research without  the written consent of the Author. Information or ideas obtained in the course of reviewing and related to possible benefits should be kept confidential and not used for personal gain.

3.6.2. Reviewers should not participate in the review of manuscripts in case of conflicts of interest due to competitive, collaborative and other interactions and relationships with any of the Authors, companies or other organizations associated with the submitted work.

4. Responsibilities of Authors        

4.1. Requirements to the manuscripts

4.1.1  Authors of  the original study report should provide reliable results of the work done as well as an objective discussion on the significance of the study. The basic findings of  the work must not have mistakes. The work should contain enough details and bibliographic references for possible reproduction. Fake  or intentionally  inaccurate statements will be perceived as  unethical behavior and are unacceptable.

4.1.2. Reviews and scientific articles should also be accurate and objective, the editorial opinion should be clearly indicated.

4.2. Data access and storage

Authors may be asked by Editors to present raw data relevant to the manuscript for reviewing . Authors should be willing to provide public access to this kind of information (according to the ALPSP-STM Statement on Data and Databases) if possible, and in any case be willing to retain this data for an adequate period of time after publication.

4.3. Originality and plagiarism

4.3.1 Authors ensure  that the work is completely original and, if they use  works or statements of other Authors , they should provide appropriate bibliographic references or excerpts.

4.3.2 Plagiarism can exist in many forms, from presenting someone else's work as author's one  to copying or paraphrasing essential parts of someone else's work (without indicating authorship) and to claiming their own rights to the results of someone else's research. Plagiarism in all forms is perceived as  unethical publishing behavior and is unacceptable.

4.4. Multiplicity, redundancy and simultaneity of publications

4.4.1 In general,  the  Author should not publish his/her manuscript mostly devoted to the same research in more than one journal as an original publication. Submitting the same manuscript to more than one journal at the same time is perceived as unethical behavior and unacceptable.

4.4.2. In general, the Author should not submit a previously published article in another journal for consideration.

4.4.3. The publication of a certain type of article (e.g., clinical recommendations, translated articles) in more than one journal is in some cases ethical under certain conditions. Authors and Editors who are interested  in publishing such articles may support  the  secondary publication but should underline that  data and interpretations must necessarily  be  the same as in the originally published work.

The bibliography of the primary work should be presented in the second publication. More  detailed information about the acceptable forms of secondary (repeated) publications can be found on the page www.icmje.org.

4.5. Recognition of primary sources

The contributions of other persons  should always be recognized. Authors should refer to publications that are relevant to the performance of the work presented. Data obtained in private, such as through conversation, correspondence or discussion with third parties, should not be used or presented without the written permission of the original source. Information obtained from confidential sources, such as the evaluation of manuscripts or  granting, should not be used without the  written permission of  the Authors of  the work related to confidential sources.

4.6. Authorship of the publication

4.6.1 The authorship should be limited to those who have made a significant contribution to the conception, design, execution or interpretation of  the reported  material. All those who have made significant contributions should be designated as co-Authors. If  study participants have made a significant contribution in a particular area in the  research, they should be mentioned  as having made a significant contribution to the study.

4.6.2. The Author ensures that all participants who have made a significant contribution to the study are presented as co-Authors and those who did not participate in the study are not listed as co-Authors. All mentioned  co-Authors have to  see and approve  the final version of the manuscript and  to agree to submit it for  the publication.

4.7. Risks, as well as people and animals that are the objects of research

4.7.1. Special attention should be paid to research that may have a negative impact on the environment. If  the work involves  chemical products, procedures or equipment which may bring  any unusual risks, the Author should clearly indicate this in the manuscript.

4.7.2. Research projects involving humans as objects of study must meet ethical standards of their institution, developed in accordance with the Helsinki Declaration of  World Medical Association, 2008, as well as the  "Good Clinical Practice" approved by the  Order of  the Ministry of Health of the Russian Federation  on   April  1,2016, No. 200н. All persons involved in  the research must give  an informed consent to participate in the study. The number of minutes of    Ethics Committee  meeting which  approved the study must be specified. Strict observance of human rights in medical and biological experiments is a prerequisite.  The inviolability of private life    must always be observed.

4.7.3. Research projects requiring  experimental animals should be carried out in accordance with the principles of  humanity set out in the European community directives (86/609/EEC) and the Helsinki Declaration. The number of minutes of  Ethics Committee which  approved the trial  should be indicated.

4.8. Disclosure policy and conflicts of interest

4.8.1. All Authors are required to disclose financial or other existing conflicts of interest in their manuscripts that may be perceived as having an impact on the results or conclusions presented in the work.

4.8.2. Examples of potential conflicts of interest that must be disclosed include: employment, consulting, stock ownership, royalties, expert advice, patent application or patent registration, grants, and other financial support. Potential conflicts of interest should be disclosed as early as possible.

4.8.3  All Authors must read  the work, approve it and agree to publish it  ( to sign the submitted version of the article).

4.9. Significant errors in published works

If  the Author discovers significant errors or inaccuracies in the publication, the Author  should  inform  the Editor  of  the journal and discuss the situation either  to withdraw the publication or  to correct errors as soon as possible. If the Editor or Publisher has received information from a third party that the publication contains significant errors, the Author is obliged to withdraw the work or correct the errors as soon as possible.

5. Duties of the Publisher

5.1  The Publisher  follows principles and procedures that facilitate  ethical duties of  Editors, Reviewers and Authors of the journal "Lasernaya Medicina" in accordance with the requirements. The Publisher must be sure that the potential profits from advertising or reprints did not affect the Editors ' decisions.

5.2. The Publisher  supports  the Editor-in-Chief of the journal "Lasernaya Medicina" in discussing  ethical aspects of the published materials and helps the Editor-in-Chief  to interact with other journals and/or Publishers, if  it facilitates  the performance of his/her  duties.

5.3. The  Publisher  promotes  good research practices and implements  industry standards to improve ethical guidelines, exemption procedures, and error correction.

5.4 The Publisher provides  appropriate specialized legal support (opinion or advice),  if necessary.

6. The policy of placing pre-prints and postprints

6.1 When  submitting the article, the Author must confirm that the article has not been published or has not been accepted for publication in another scientific journal. When referring to the  article published in the journal "Lasernaya Medicina", the Publisher asks to place a link (full URL of the material) on the official website of the journal.

6.2 Articles previously published by the Authors on personal or public websites that are not related to other publishers are allowed to be considered.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

Laser Medicine” use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Laser Medicine”, authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Laser Medicine” we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
